Can you bring cannabis or CBD to Taiwan?

    "Marijuana is still listed under the Category two narcotics in accordance with 'Narcotics Hazard Prevention Act' in Taiwan." "Offenders of manufacturing, transporting, selling, cultivating, transferring, possessing or taking Category two narcotics are subject to life imprisonment or a minimum ten-year fixed-term imprisonment, and may also be subject to a fine of no more than fifteen million New Taiwan dollars." There is no recreational or medical exception, and Taiwanese customs authorities have specifically warned travelers not to bring in cannabis products even from countries where cannabis is legal (e.g. Thailand).

    Taiwan applies an unusually strict THC threshold: if a CBD product's THC content exceeds 10 parts per million (0.001%) — far stricter than the 0.2-0.3% thresholds used in the US, EU, Japan or Thailand — it is classified as a Category 2 narcotic under Appendix 2 of the Narcotics Hazard Prevention Act and treated the same as cannabis itself. Even below that threshold, importing a CBD product without prior Taiwan FDA (TFDA) approval is illegal: "violating the Pharmaceutical Affairs Act results in imprisonment up to 10 years and a fine up to 100 million NT dollars" for unauthorized import of an unapproved drug.

    No CBD-containing product is currently approved for sale in Taiwan, so there is effectively no personal-use import pathway without a doctor's prescription and an advance TFDA application under the Regulations on Management of Medicament Samples and Gifts. Treat any CBD product as high-risk to bring into Taiwan, including hemp-derived products marketed as low-THC elsewhere.
