prohibitedCannabis is a dangerous drug under the Dangerous Drugs Ordinance (Cap. 134). Hong Kong Customs "reminds members of the public not to bring any cannabis products or products containing CBD into Hong Kong." Trafficking (including importing and exporting) carries a maximum penalty of a fine of HK$5 million and life imprisonment; possession and consumption carry up to HK$1 million and seven years' imprisonment.
There is no medical or personal-use exception for travellers, and no THC threshold. Edibles, oils, vape cartridges and food or drinks containing cannabis all count.

prohibited"CBD has been listed as a dangerous drug under the Dangerous Drugs Ordinance (DDO)" since 1 February 2023. "Importation of products (including food or drinks) containing CBD into Hong Kong is prohibited unless the relevant provisions in the DDO are complied with," with no exemption based on concentration. Maximum penalty for trafficking (including import): HK$5 million and life imprisonment; for possession or consumption: HK$1 million and seven years.
Unlike most of the world, Hong Kong treats even zero-THC CBD as a dangerous drug: skin care, edible oils and supplements containing CBD are all covered. The Narcotics Division adds that CBD products can contain trace THC and that CBD can decompose into THC in storage.
