    "No person may import an alternative smoking product by way of parcels, cargoes, and bringing in by incoming travellers." The ban covers e-cigarettes, heated tobacco (heat sticks), herbal cigarettes and their accessories, regardless of quantity or personal use. Import penalty on summary conviction: a fine of HK$500,000 and two years' imprisonment.

    Since 30 April 2026 it is also an offence to possess a specified alternative smoking product in a public place: a HK$3,000 fixed penalty for small non-commercial quantities (up to 5 capsules / 5 mL / 100 heat sticks / 100 rolls), or a fine of up to HK$10,000 on conviction, and up to HK$50,000 and six months' imprisonment for larger quantities. Don't pack a vape, pods or heat sticks for Hong Kong, even in checked luggage; the Tobacco and Alcohol Control Office page doesn't describe any personal-use exception.
