    Import of nicotine and of nicotine-containing preparations 'of a kind used for vaporizer smoking' (vape liquid/gel) is a conditional prohibition: it is prohibited except under an import licence from the Ministry of Health's Pharmaceutical Services Programme (Customs (Prohibition of Imports) Order 2023, Second Schedule Part I, item 4). Separately, the Customs Department's traveller duty-free list expressly excludes electronic cigarettes and vaporising devices and their liquids, so they are dutiable and must be declared in the Red Lane.

    Neither the Order nor the Traveler's Guide sets a personal-use quantity or grants travellers an exemption from the licence requirement — treat carrying nicotine vape liquid as risky and check with Malaysian Customs or the Ministry of Health first. Vaping products are also regulated under the Control of Smoking Products for Public Health Act 2024 (Act 852, in force 1 October 2024); that Act's own text and any traveller-specific provisions were not read in this pass.
