The statutory definition of cannabis excludes seeds and leaves when not accompanied by the flowering/fruiting tops (the basis for bhang, a leaf-based preparation, being treated differently under Indian law domestically) — but this carve-out is about domestic cultivation/sale, not a confirmed customs import allowance, and no primary CBIC/NDPS source describing a personal-import allowance for CBD oil or hemp-derived products (with or without a foreign prescription) was found in this pass.
