    Products extracted or manufactured from any part of the cannabis plant other than the stalks or seeds (leaves, buds, branches, roots) are regulated as 'cannabis' under the Cannabis Control Act. Importing them requires an Import Permission from the Ministry of Health, Labour and Welfare, which is not realistically available for personal travel use — treat as prohibited.

  • CBD

    depends on specifics

    Legal to import only if extracted solely from the stalks or seeds of the cannabis plant, accompanied by a Certificate of Manufacture and a Component Analysis Report from an accredited laboratory proving both the plant-part origin and absence of THC.

    Products made from leaves or flowers are treated as prohibited cannabis regardless of THC content or how the product is marketed abroad. Japan tightened cannabis-related enforcement under a revised Cannabis Control Act effective December 2024; we could not verify the exact post-revision THC detection threshold against a primary source in this pass (see data/UNVERIFIED/TODO.md). Do not bring CBD products into Japan without pre-clearing them.
