    Most fresh fruits and vegetables cannot be brought in at all. Seeds, seedlings, cut flowers, beans and rice generally require a phytosanitary certificate issued by the exporting country's government. Soil, and plants with soil attached, are always prohibited. Violations carry up to 3 years' imprisonment or a ¥3,000,000 fine.
