Dried plant products (dried flowers, dried vegetables, dried fruit, dried spices) and some seeds (e.g. vegetable and spice seeds) can be brought in after declaring at the quarantine counter and passing inspection — this is a genuinely different, less strict rule than for fresh produce, so don't assume all plant matter is banned. The customs page mentions "severe penalties" for violations without stating an exact fine figure; a secondary source (Taiwan Ministry of Agriculture materials) cites NT$3,000 or more, but that specific figure wasn't independently confirmed on an official page in this pass.
