    Decree 214/2026/ND-CP, Art. 31, quoted directly: importing quarantine-subject plants without a plant quarantine import permit draws a fine of VND 3,000,000–5,000,000 (Khoản 2); importing without a phytosanitary certificate from the exporting country draws VND 10,000,000–20,000,000 (Khoản 4). Both carry forced re-export, or destruction if re-export isn't possible (Khoản 6).

    Seeds not on Vietnam's protected-species list and free of soil are reported elsewhere as allowed to bring in without these documents — the permit/certificate requirement applies to quarantine-subject plants specifically, not every plant product.
