  National Assembly Resolution 173/2024/QH15 bans the production, trade, importation, possession, transportation and use of e-cigarettes and heated-tobacco products nationwide, in force since 1 January 2025; Vietnam Customs directed all customs departments (Official Letter No. 17/TCHQ-GSQL) to halt clearance of these products, and a December 2025 follow-up resolution closed related loopholes.
