Short answerMalaysian citizens can visit Montenegro without a visa. Up to 90 days in any 180-day period.

How long you can stay
Up to 90 days in any 180-day period.
What you need
  • Passport issued within the last 10 years and valid for at least 3 months after your planned departure from Montenegro
  • Proof of the purpose of your stay and sufficient funds for the stay and your return or onward journey (may be requested at the border)
  • Registration of your stay with the police within 24 hours of arrival at each place of stay (hotels/accommodation providers usually do this for you)
Good to know
The Government of Montenegro (Ministry of Foreign Affairs) page for Malaysia states that nationals of Malaysia 'may enter, pass through the territory of and stay in Montenegro up to 90 days, with a valid travel document, without a visa.' Law on Foreigners (Zakon o strancima, Official Gazette of Montenegro 12/18), Art. 34: a foreigner may stay in Montenegro 'najduže 90 dana u vremenskom periodu od 180 dana, računajući od dana prvog ulaska' (at most 90 days within a 180-day period, counted from the day of first entry), and may re-enter only after that 180-day period has passed; Art. 8 refuses entry to anyone who 'je već boravio 90 dana u periodu od 180 dana'. The law counts the 180-day period from the first entry rather than as a strictly rolling window; we model it as a rolling 90/180 window, which is the stricter reading (it never allows more days than the first-entry reading does). The UK FCDO page also states 'up to 90 days in any 180-day period'. Passport: Art. 9 of the Law on Foreigners treats a foreign passport as valid only if it was 'issued in the last ten years' and will not expire for at least three months after the planned departure from Montenegro. Art. 8 also allows entry to be refused if you cannot show the purpose and conditions of your stay or have insufficient means of subsistence for the stay and the return or onward journey. Registration: Art. 96 requires a foreigner staying up to 90 days to register their stay with the police within 24 hours of arriving at each place of stay (and to deregister within 24 hours before leaving); hotels and accommodation providers register guests (Art. 101: within 12 hours), and in private accommodation you can register through the local tourist organisation free of charge. FCDO warns failure to register can lead to a fine, detention or a court appearance. Montenegro is not in the Schengen Area, so days here and in Schengen are counted separately. Staying longer than 90 days needs a long-stay (D) visa or residence permit.
