allowed, within limitsDuty-free tobacco allowance for general inbound travelers to mainland China (choose one of the following categories, not cumulative)
Reduced allowance for travelers entering directly from Hong Kong SAR or Macao SAR: 200 cigarettes / 10 cigars / 250 grams tobacco, plus 1 e-cigarette device up to 6 mL. Frequent cross-border travelers get a much smaller allowance (40 cigarettes / 2 cigars / 40 grams, plus 1 e-cigarette device per day). Set under Announcement No. 11 (2024) of the Customs Tariff Commission and Announcement No. 7 (2024) of MOF/GACC/STA, under the Measures of the Customs of the PRC on the Supervision of Inbound and Outbound Passenger Baggage and Articles (effective 1 April 2025). Amounts above the allowance are dutiable (composite tax rate cited at roughly 50% on the dutiable excess for tobacco/alcohol).
