Allowance is set under Announcement No. 11 (2024) of the Customs Tariff Commission of the State Council and Announcement No. 7 (2024) of the Ministry of Finance/General Administration of Customs/State Taxation Administration, implemented under the Measures of the Customs of the PRC on the Supervision of Inbound and Outbound Passenger Baggage and Articles (effective 1 April 2025). Quantities above the duty-free allowance are dutiable (a composite tax applies to excess alcohol/tobacco); an indivisible single item over the limit may be taxed in full rather than only on the excess.
