    Cash or bearer negotiable instruments up to USD 10,000 (or equivalent in other currencies) may be carried without declaring; amounts exceeding that must be declared to the competent authority on entry, transit, or exit (Art. 3-4)

    Failure to declare, or a false declaration, triggers an administrative fine of 5% of the transported cash/instrument value, without prejudice to criminal sanctions (Art. 7). This is a national Rwandan regulation distinct from — and more specific than — the general EAC/RRA traveler goods-declaration process.
