Art. 3 requires a license plus a phytosanitary certificate for plant/plant-product imports generally; Art. 4 allows exemptions via a Ministerial Order, but that order's exempt-items list wasn't read in this pass.
The declaration duty applies broadly with no personal-quantity carve-out stated in the law itself.
