    "Narcotic drugs under international control" are listed as prohibited imports under Part A(7) of the EAC Customs Management Act 2004 Second Schedule, as published on RRA's own prohibited-goods page. Cannabis is separately a controlled narcotic drug under Rwanda's domestic Law n° 03/2012 of 15/02/2012 governing narcotic drugs, psychotropic substances and precursors (referenced in Rwanda FDA's personal-effects guidelines). No CBD-specific carve-out (e.g. a THC percentage threshold, as some other countries define) was found on a primary Rwandan source in this research pass — treat any cannabis-derived product, including CBD, as prohibited pending a specific carve-out.
