    SARS's traveller guide lists 'narcotics and habit-forming drugs' among goods that may not be imported at all, with no exception described for cannabis or CBD. South African domestic law separately decriminalises private personal cannabis use/cultivation within the country's borders, but that does not extend to importation across the border. We could not independently confirm, against a SAHPRA primary source, the low-dose (Schedule 0) CBD exemption some secondary sources describe — treat any cannabis or CBD product as prohibited for import until that is verified.
