Can you bring tobacco or cigarettes to Montenegro?
Short answer
Allowed, within limits
Tobacco
allowed, within limitsDuty-free for travellers aged 17+. Arriving by AIR: 200 cigarettes, or 100 cigarillos (cigars up to 3 g each), or 50 cigars, or 250 g smoking tobacco (or a proportional mix). Arriving by any OTHER means (land, sea, rail): only 40 cigarettes, or 20 cigarillos, or 10 cigars, or 50 g smoking tobacco.
Customs Administration instruction of 31 Oct 2025 (Decree Sl. list CG 31/25, Art. 8 for air travel, Art. 9 for 'other types of traffic'). The lower allowance for non-air arrivals is a common surprise for travellers driving in from Croatia, Bosnia, Serbia or Albania or arriving by ferry. Under-17s get no tobacco allowance. Tobacco above the allowance is charged full import duties.
