Can you bring cannabis or CBD to Montenegro?

Short answer
Prohibited

  • Cannabis

    prohibited

Using, producing, trading or possessing drugs for personal use is prohibited. Do not bring cannabis into Montenegro.

Law on Prevention of Drug Abuse, Art. 45: 'Zabranjena je upotreba, proizvodnja, promet, posjedovanje droga za ličnu upotrebu...' Possessing drugs for personal use is a misdemeanour fined EUR 100–2,000 (Art. 52); larger amounts and trafficking are criminal offences. UK FCDO: 'Illegal drugs, including cannabis, carry severe penalties.' Not covered here: CBD products and any Montenegrin medical-cannabis rules — we found no primary source on those, so don't assume CBD is allowed.

Also covers: cannabis, marijuana, weed, hashish, thc, illegal drugs, narcotics
