    Under Saudi Arabia's anti-money-laundering framework (Royal Decree No. M/39), travelers entering or leaving the Kingdom must declare currencies/negotiable instruments/precious metals worth SAR 40,000 or more via ZATCA's Customs Declaration for Travelers e-service; failure to declare can result in penalties.
