Quantities exceeding 2,400 cigarettes must go through commercial import procedures and cannot be brought as personal baggage.
Official ZATCA guidance sets a 200-cigarette duty-free personal allowance; larger personal quantities (up to 2,400) are allowed but taxed in full and require SFDA approval, and anything above 2,400 is treated as a commercial import.
