    Cannabis (flowering or fruiting tops), cannabis extracts and tinctures, cannabis oil and cannabis resin are all listed in Annex 1, List I of Georgia's narcotics law — the list of "narcotic drugs strictly restricted for free circulation." The Ministry of Foreign Affairs' traveller guidance excludes List 1 substances from the 31-day personal-supply allowance that applies to prescribed narcotic medicines, and under Art. 30(4) narcotic drugs brought in without a preliminary permit are returned at the supplier's expense.

    Georgia's Constitutional Court ruled on 30 July 2018 that consuming cannabis is protected private conduct, and a follow-up law limits consumption to adults 21+ at home — but that did not legalise acquiring, carrying or importing it, and the substances above remain on the strictly-restricted list. Press reporting on the follow-up law (OC Media) describes continuing penalties for possession and acquisition: fines from GEL 500 for a first offence, criminal fines of at least GEL 1,500 or community work for repeats within a year, GEL 800–1,500 for public consumption, and 6–10 years' imprisonment for supplying under-21s. Do not bring cannabis into Georgia.
