    Citizens Information: "It is an offence to import or carry on your person, controlled substances (drugs) when travelling to or from Ireland. Examples of controlled substances are cannabis, cocaine, heroin, and amphetamines." Customs runs a National Drugs Team with detector-dog units at airports and ferry ports. Revenue lists "illegal or dangerous drugs" among goods that must be declared to a customs officer. Medicines containing controlled drugs are handled separately (see the controlled-medication entry).

  • CBD

    The Food Safety Authority of Ireland states CBD "is not considered a narcotic drug and is not a controlled drug in Ireland under the Misuse of Drugs Act 1977" — but THC is: "There is no legal threshold or tolerance in Ireland under the Misuse of Drugs Act for the presence of THC in food, except for hemp seed and hemp seed derived food products", so food products containing THC at any level (other than hemp seed products) are classified as controlled drugs. Separately, CBD as or in food or food supplements is an unauthorised novel food under EU Regulation 2015/2283 and cannot legally be placed on the EU market.

    The FSAI page is about placing products on the market and about what counts as a controlled drug; it does not give a traveller-specific rule for CBD in personal luggage. Practical reading: a CBD product with any measurable THC is a controlled-drug risk at the border; a genuinely THC-free product isn't a controlled drug, but can't be lawfully sold as a food supplement. Hemp seeds and hemp seed oil/flour are outside both the Misuse of Drugs Act and the novel food rules. Prescribed cannabis-based medicines are not permitted to be brought into Ireland (Department of Health).
