    Firearms, ammunition, explosives, gunpowder, and fireworks require prior authorization from the Secretaría de la Defensa Nacional (SEDENA) to import; ordinary tourists are not eligible — the only traveler exception is a SEDENA “permiso extraordinario” for hunting/sport-shooting visitors with firearms/ammunition covered by that specific permit. Bringing a firearm without authorization is a serious federal crime (penalties up to 5–30 years for restricted/military-grade items, 3–10 years for other firearms).
