  The Customs Authority's own prohibitions page states plainly: "It is prohibited the import, export, transit of narcotics and psychotropic substances" — a criminal offense under Albanian Criminal Law — and this explicitly extends to "plants, narcotic medicaments and psychotropic substances of natural or synthetic nature, their materials and their preparations", with reference to Law No. 7975 (26.07.1995) "On the narcotic medicines and psychotropic substances".

  Unlike ordinary medication, the Customs Authority's page describing narcotics/psychotropic substances states a blanket import prohibition with no traveler or personal-medical-use exception mentioned. No personal-use carve-out was found on an Albanian government page — do not assume one applies. If you take a medication that is a controlled substance in your home country, verify directly with the Albanian Embassy before travelling.
