Can you bring e-cigarettes or vapes to Saudi Arabia?

Question

Accepted Answer

depends on specifics Since around August 2020, Saudi Customs has banned individuals from importing e-cigarettes, shisha and their accessories through shipping companies and personal website purchases — goods imported this way are confiscated, a fine is imposed, and a seizure record is registered. Companies licensed by the Saudi Food and Drug Authority (SFDA) may still import these products in commercial quantities. This measure is specifically about shipping/mail-order/online-purchase import channels for individuals — it does not clearly say whether it also restricts what a traveler personally carries in accompanied luggage, and that distinction wasn't confirmed either way in this pass. Don't assume it's safe to bring a personal vape in checked or carry-on baggage just because this rule targets shipping specifically — but also don't assume accompanied baggage is covered by the same ban. Corroborated identically across 5 independent outlets (Saudi Gazette, Zawya, Al Bawaba, Riyadh Xpress, Vaping Post); every direct fetch of the Saudi Gazette article itself returned HTTP 402 (paywalled), so this is strong multi-source corroboration rather than a directly read primary article. Separately, Arab News (directly fetched and quoted) traces the same underlying policy back further: the Ministry of Commerce and Investment banned e-cigarette/vaping sales in September 2015, and "considers anyone bringing them in from abroad to be smuggling" — broader phrasing than 'shipping only' — so the individual-import restriction isn't a one-off report, it's a long-standing, consistently-described policy, even though the accompanied-baggage question specifically remains unresolved. Domestic sale/possession has separately been legal since Royal Decree 38621 (2019) — don't confuse 'legal to own in Saudi Arabia' with 'legal to personally import.'
